Creating Your Own Code

Codification

Codification is the process of consolidating your general and permanent legislation, then organizing it into a Code of Ordinances. The legislation is organized by topic (animals, business, etc.) or by department/title (Administration and Personnel, Revenue and Finance, etc.). Following are the high points of MCC’s approach to Codification:

Legal Research

The process begins by a complete review of all of your ordinances and legislation. MCC converts the legislation to one document or a legal manuscript. Our attorney then provides a suggested Table of Contents based on the existing legislation. One of our staff attorneys compares the compiled legislation against state statutes and court decisions and adds the comments and recommendations in strike through and underline along with comments within the legal manuscript.

Our staff attorney reviews the sections of the Code, then compiles a legal manuscript with strike-through, underline, and comments:

Conference with Attorney

The attorney that reviewed your legislation will either travel to you to conduct the legal conference or set up a teleconference to discuss the recommendations contained within the legal manuscript.

Editing and Organization

Once the review of the legislation has been completed, MCC begins to formulate the final code. MCC implements the decisions made through the conference and legal manuscript and provides proofs.

MCC adds the following to your code:

  • A listing of all section within a chapter at the front of each chapter.
  • Catch lines preceding each section which describes the subject of the section.
  • History notes, where possible, at the end of each section giving the ordinance number from which the section is derived.
  • State law references, which cite the applicable state statute.
  • Complete subject matter index.
  • page formatting, numbering, graphics and tables.

Once the Code is published, MCC can provide the Code in many different print and electronic forms. MCC can also post the Code online once adopted.

Updating the New Code

Once the Code is published, MCC will provide supplements or updates to the Code as additional ordinances are passed. For additional information go to Updating Your Code.
